    Petition is inadequate in that no weights of organic emissions
    are given---only concentrations.
    There
    is no
    showing that the
    emission rate causes
    a violation of the Rules
    and Regulations.
    Petitioner
    is ordered
    to amend the petition within
    30
    days
    to provide
    the needed information.
    A waiver from the 90-day
    decision period shall be made for the period elapsing between
    the petition filing date
    and the date of submission
    of the required
    information.
    Failure
    to timely file the information requested shall make
    the petition liable to dismissal for inadequacy.
