in this opinion and order but
I
am concerned about
a 10—year time limit on rules.
I feel both
the regulated community and the regulators
need certainty before
a commitment of capital.
The regulated community will
be
hesitant
to spend
large sums of money when the
rules of
the game
can be changed.
