Van Hook, all of
Rural Route
7, Bloomington, Illinois.
One letter requested
notification of
any
hearings Dertaining to amendment of Chapter
4:
Mine Related Pollution.
This
is construed a~a request to
comment
on
the
Proposed
Order
of
the
Board
in R76-20 and R77-l0
dated December 13,
1979,
The
second
letter
suggests
four
areas
in which Chapter
4 could be amended.
These are not at issue in
P36—20 and R77-l0.
The Board construes the second letter as
a
regulatory proposal.
Since
it is
accompanied by a petition
with more than two hundred signatures
a docket number has been
assigned
Procedural
Rule 204(a).
However,
the proposal does
not contain the language of the amendments or statements
of
reasons,
facts, purpose and effect as required by Section
28
of the Environmental Protection Act and Procedural Rule 203.
Therefore the Board
will
not authorize a hearina
at
this
time,
The proposal
will
be subject to dismissal
if
these deficiencies
are not remedied within forty—five days of the date of this
Order.
