The Board received the permit application for Mr. Alex
Stamatakis in this matter from the Illinois Department of
Transportation (IDOT) on October 21,
1985.
The documents filed
in this proceeding do not contain certain information which the
Board feels
it requires
before
it can dispose of this matter.
Accordingly, the Board orders the following questions be
answered:
1.
What type of barge is to be sunk?
2.
Does
the barge have a bilge or internal spaces which may
contain oil, grease, cargo remnants or other foreign
matter?
If so,
how
have these spaces been cleaned?
3.
Has all material which could contribute to water
pollution been removed from the cargo spaces of the
barge?
4.
The application only states that the barge will be
sunk.
How
will it be secured to prevent its being moved
or broken up by wave action?
5.
Will deterioration of the barge itself over time pose a
pollution threat to the Lake?
The Clerk is directed to send copies of this order to IDOT,
the applicant, and the Illinois Environmental Protection
Agency.
The Board will place this matter on its agenda for
further consideration after receiving the requested information.
