ORDER OF THE BOARD

It is the Order of the Pollution Control Board that Pet-
itioner, Olin Corporation,
is granted a
variance from Rules 104,
203(e)
and
206(b)
of Chapter 2:
Air Pollution Control
Regula-
tions,
subject to the following conditions:
1.
The variance shall expire one year from the date
of
this Order or upon the adoption by the
oard of a
final Order in R78—9, whichever
comes
first,
2.
The variance shall
apply only to existing
explosive
waste incinerators located in Williamson
County in
Section
3,
T.
9 S.,
R,
2 B. of the Third
Principal
Meridian.
3,
The incinerators shall burn explosives or explosive
contaminated waste exclusively.
4.
Each incinerator shall burn 500 lbs. (227 kg)
of waste
per hour or less.
5,
All incinerators on the site shall operate a total of
six hours or less
in any day.
6,
The incinerators shall emit particulate matter
into the
atmosphere at a rate less than or equal to 50.0 grains
per pound
(7140 mg/kg)
of combined waste and
auxiliary
fuel burned,
7~ As soon as practicable Petitioner shall hold a
hearing
in conjunction with the Environmental Protection
Agency
(Agency)
to receive public comment on whether this
variance should be approved by the Administrator
of
the United States Environmental Protection
Agency as
a revision to the Illinois Implementation Plan.

8.
The hearing shall
be
held only after proper notice
has been given pursuant to 40 C,F.R. §51.4,
9.
This variance will expire forty—two days after the
hearing in the event adverse public comment is re-
ceived,
10,
Petitioner shall
apply
to the Agency for an operating
permit for the incinerators within forty-five days of
the date of this Order,
11.
Within forty-five days of the date of this Order,
Petitioner shall execute and forward to the Illinois
Environmental Protection Agency, Variance Section,
2200 Churchill Road,
Springfield, Illinois 62706,
a
Certificate of Acceptance and Agreement to be bound
to all terms and conditions of this variance.
This
forty-five day period shall be held in abeyance for
any period
this matter is
being appealed.
