    ORDER OF THE BOARD
    (by Mr. Henss):
    On May 28, 1975 Complainant filed “Motion for Modification
    of Order Entered May
    8,
    1975,
    to Grant Rehearing
    to Complainant”.
    On July
    14, 1975 pursuant to Board Order the Complainant
    expanded upon his request for rehearing.
    The Board has
    thoroughly reviewed the Complainant’s Motion and all infor-
    mation which bears upon it and we conclude that
    a rehearing
    is not justified.
    Although he has been given several opportunities
    to do so,the Complainant has not submitted
    to us any information
    which would alter the findings and the decision reached by the
    Board on February
    6,
    1975.
    Because Complainant was not repre-
    sented by counsel
    in the first hearing, the Board has been
    lenient in allowing him various opportunities to make his point
    following our February
    6,
    1975 decision.
    Complainant
    is now
    represented by counsel and has had additional opportunities
    to contact professional engineers.
    In spite of all of this,
    nothing of substance has been added
    to the record which could
    alter our decision or justify a rehearing of the issues.
    It is
    time to draw this proceeding to a close and
    to allow Complainant
    the further opportunity to pursue these issues
    in another forum
    if he chooses
    to do so.
    It
    is Ordered that the “Motion for Modification of Order
    Entered May 8,
    1975 to Grant Rehearing to Complainant”
    be and
    it is hereby denied.
