My reason for
3ting
the
Nay
vote
in the above entitled
regulation
is that
;:
believe
requiring
the petitioner
to place
six
inches of
suitable
cover once
a week
is a waste of time and
money.
This cover
w~l1
serve
no
useful
purpose
in the
traditional
sense of
providing
vector control, preventional
odors,
and preveritio~~iof blowing paper and plastics.
A weak
argument
is presented by the majority
in which they state
that
the
six inches
of cover material will help to prevent
subsidings.
Subsidings problems can be addressed during
the
application~and stabilization of the final cover.
