    Re: Sutter’s Sanitation application for waste transfer in Effingham County
    Dear Mr.
    Halloran:
    I am writing to express my concerns regarding
    the application of Sutter’s
    Sanitation for a waste transfer station at the old Quandt elevator on the Altamont-
    Farina blacktop.
    I own farm property in Mason Township and was born
    and grew
    up in Effingham County,
    only a few miles from the proposed site of this transfer
    station.
    I do not have
    any interest in Stock & Company, LLC. Nevertheless,
    I am
    deeply concerned about this request to use this land for other than farm
    related
    practices and do not understand
    howthe county could have approved it in the
    first place.
    Some of the reasons
    for
    my concern are:
    I .The buildings were never intended for the purpose proposed and will raise
    several health problems for the area. What system will be in place to monitor and
    prohibit ground leaching? What controls will be used for flies, rodents, odor, etc.
    2.The road was not built for the increased traffic and weight loads that will be
    generated
    if this transfer station
    is allowed. How will the road withstand the wear
    and tear and from where will the funds come for repairs and upkeep? What
    length of time will elapse from the time garbage
    is dumped until it is hauled
    away?
    3. According to the attached newspaper article,
    Richard Deibel of Landfill 33
    indicates that Sutter’s has had problems in the past with questionable loads. But
    that he will accept Sutter’s loads now. There does not seem to be any need for a
    waste transfer station
    in the county.
    It seems to me that our Illinois farm land is
    rapidly disappearing into unrelated
    businesses and sub-divisions, and
    I feel we should
    be doing all that we can
    possibly do to keep our farm
    land for farming purposes.
    I urgently and respectfully ask you to deny Sutter Sanitation’s request to develop
    a transfer station at the old Quandt Grain
    Elevator on the Altamont-Farina
    blacktop road. Thank you very much for your consideration.
