ILLINOIS POLLUTION CONTROL BOARD
June
2, 1988
IN THE MATTER OF:
REVISION OF THE FLUORIDE
)
R88—13
DRINKING WATER STANDARD:
AMENDMENTS TO 35
ILL.
ADM.
CODE
604.202
AND
604.203
ORDER OF THE BOARD
(by J. Anderson):
By Order
of April
21, 1988,
the Board opened
this docket
to
consider relaxation
of
the fluoride drinking water standard from
the Board’s present maximum allowable concentration of
2.0 mg/I
to 4.0 mg/i,
the maximum contaminant
level now contained
in USEPA
regulations.
The Board did not publish
a proposal
at that
time
noting
that public notification requirements should also be
proposed.
As the Board questioned whether other
program
modifications should also be proposed,
the Board requested the
assistance
of the Agency
in analyzing state
and
federal
regulations to determine
the full scope of the changes necessary
to maintain consistency between the state’s regulatory program
and the federal
one.
The Board requested
that the Agency file
comments
on
or before
May
23,
as well
as
a status report
if
additional
time for investigation were
to be needed.
By filing of May 23,
1988,
the Agency requested
an
additional
30 days
in which
to file
a complete response.
The
Agency explained that since
the docket was opened
it has
“preliminarily contacted”
USEPA.
It
is
the Agency’s belief
that
in addition
to the changes
to Sections 604.202
—
604.203
and the
public notification requirements noted
in the Board’s Order,
that
“amendments
regarding sampling points and
other
rules
may
be
required”.
The Agency concluded
that,
if at all possible,
it
would
file comments prior
to the end
of any extended deadline
date for response.
The Board appreciates
the Agency’s efforts
in this matter
and,
under
the circumstances,
believes the extension requested
is
reasonable.
The Agency’s motion
for extension
of time
through
June
23,
1988
is hereby granted.
IT
IS
SO ORDERED.
