    ORDER OF THE BOARD (by R.C. Flemal):
    This matter is before the Board upon the filing of a petition for adjusted standard filed
    by Sundstrand Corporation (Sundstrand) on November 14, 1997. On December 8, 1997,
    Sundstrand filed a certificate of publication in conformance with the requirements of 35 Ill.
    Adm. Code 106.711 and 106.712.
    Accompanying the petition is a motion requesting stay of the proceedings until such
    time as either rulemaking R98-15 is final or Sundstrand requests otherwise. By filing of
    November 25, 1997, the Illinois Environmental Protection Agency (Agency) notes that it joins
    Sundstrand in the request for stay. Sundstrand and the Agency observe that if amendments to
    35 Ill. Adm. Code 215 as proposed by the Agency in docket R98-15 are adopted by the Board,
    Sundstrand will not need the relief it requests in the instant adjusted standard and this matter
    can be dismissed.
    The motion to stay is granted, and this matter is hereby stayed until the Board takes
    final action in docket R98-15 or until such time as the Board may otherwise order the stay
    lifted.
    The Agency also moves for an extension of time to file its recommendation in this
    matter. The motion is granted. The Agency’s recommendation is hereby due no later than 30
    days following the lifting of the stay that is herein ordered.
    Lastly, Sundstrand moves that the exhibits attached to the adjusted standard petition
    filed in companion docket AS 98-3 be incorporated by reference into the instant docket.
    Sundstrand contends that the exhibits are voluminous, that they are identical for the two
    dockets, and that therefore the expense of preparing the duplicate exhibits is unnecessary.
    Inasmuch as ruling in this matter is stayed, the Board will defer judgment on the motion to
    incorporate by reference until the stay is lifted.
