    OPINION
    AND
    ORDER OF THE BOARD

    This action involves a request for variance filed August 22,
    1974,
    by Borg-Warner Corp.
    Relief is sought from Rule 205
    (f)
    of the Illi-
    nois Pollution Control Board’s Air Pollution Regulations until Novem-
    ber 30,
    1974.
    The Agency filed its recommendation on October 18,
    1974,
    wherein it recommends a grant of this variance request.
    The history of this case dates back to April 13, 1973,
    at which
    time Borg-Warner filed a Petition for Variance for three process driers.
    Such variance was granted by this Board on July 26, 1973
    (PCB 73-156,
    Vol. 8—611),
    subject to certain conditions.
    In granting the variance
    in PCB 73-156,
    the Board retained jurisdiction pending the filing of
    certain reports.
    PCB 73-156 expired on October
    15,
    1973.
    Thereafter
    additional reports were submitted to the Board along with a request
    for further extension of the variance until September 1,
    1974,
    for Pet-
    itioner’s units A and B, and until April
    30,
    1974,
    for Petitioner’s
    Unit C.
    The instant Petition
    (PCB 74-320)
    requests further relief un-
    til November 30,
    1974,
    for Petitioner’s
    units A and B.
    Petitioner owns and operates in Ottawa, LaSalle County,
    facilities for
    the manufacture of
    ABS
    (acrylonitril-butadierie-styrene)
    resin.
    This res-
    in is used in many applications such as telephones, headgear, and auto-
    motive parts.
    The plant has a capacity of 270 million pounds per year
    and employs
    400 people.
    The manufacturing operation consists mainly of three polymerization
    lines with needed downstream equipment to facilitate dewatering, drying,
    and pelletizing.
    These lines are designated A,
    B, and C.
    The instant
    case deals with lines A and B only.
    Petitioner has previously
    (see PCB
    73-156,
    Vol.
    8-611, Vol.
    11-79)
    detailed to the Board its intended com-
    pliance methodology, consisting
    of post-polymerization techniques. The
    Board has previously ruled that this methodology was acceptable and in-

    deed superior to incineration in that little or no additional
    fuel
    will be required for compliance.
    Petitioner now contends that it will be unable to meet its intended
    September
    30,
    1974, compliance deadline due to late delivery of mater-
    ials.
    An additional variance is requested up to and including November
    30, 1974.
    Petitioner contends and the Agency concurs that such delay
    was beyond Petitioner’s control and the two—month delay in compliance
    is reasonable.
    It is important to note that since the first request for variance
    by Petitioner,
    the newer line C has been brought into compliance. The
    newer line C had emitted 56*/hr.
    (compliance dictates
    8*/hr.) while
    lines A and B emit 47*/hr.
    Thus
    a significant portion of Petitioner’s
    emissions have already been brought into compliance.
    The Agency re-
    ports that investigations of citizens in the area reveal no indications
    of odor complaints.
    The
    Board
    is
    satisfied
    that
    the
    additional
    short
    grant of variance will not adversely affect the environment.
    From the above the Board feels the grant of variance until November
    30,
    1974,
    is justified and will so order.
    This Opinion constitutes the findings of fact and conclusions of
    law of the Board.
    ORDER
    IT
    IS THE ORDER of the Pollution Control Board that Borg-Warner
    Corp.
    is granted a variance from Rule 205
    (f)
    of the Illinois Pollu-
    tion Control Board’s Air Pollution Regulations until November 30,
    1974,
    for the operation of dryers A and B, coagulation units A and B,
    and
    dewatering units A and B.
    During the term of this variance Petition-
    er shall complete the installation of the necessary control equipment
    to achieve compliance with Rule 205
    (f)
