1987, the Board proposed a rule tor First
Notice
in this matter.
The notice and text of this proposal were
published
in the Illinois Register on November
6,
1987.

As
a result,
the First Notice Comment period expired
on December
23,
1987.
The Department of Commerce and Community
Affairs
(DCCA)
filed
the only comment during First Notice.
In
its comment,
DCCA stated that the proposed rule would have no
economic effect on small businesses regulated by the rule.
(P.C.
*3).
The Board notes that the proposed rule applies only
to the discharge from the City
of Tuscola’s wastewater treatment
facility.
The Board hereby proposes the following amendments
for
Second Notice
to be filed with the Joint Committee on
Administrative Rules:

Illinois.
